On 4 February 2021, Immigration, Refugees and Citizenship Canada (IRCC) of the Government of Canada announced the new Hong Kong Immigration Pathway for Hong Kong people, opening the doors for Hong Kong residents to apply for the new open work permit, and permanent residency from the Canada Immigration and Citizenship department (CIC).
Am I eligible for the new Canadian work permit for Hong Kong applicants?
This newly announced 3-year Canadian work permit requires the Hong Kong applicants to have an educational prerequisite of –
1) a degree (including bachelor, master, or doctorate) from a designated learning institution (DLI) in Canada or an equivalent educational credential earned abroad, or
2) a higher diploma from a post-secondary DLI in Canada or the equivalent credential from an overseas institution.
Your educational credential must be assessed and verified through educational credential assessment (ECA) by a designated organisation approved by IRCC to confirm the Canadian equivalency. The duration of your study programme should be at least 2 years.
Make sure your educational credential was obtained within the 5 years immediately preceding your application submission. If your degree is issued outside Canada, your application will require an ECA report.
Can I apply for ECA with a diploma/degree from Sunderland HK?

The University of Sunderland in Hong Kong will deliver the hard copy of your credential documents in a sealed envelope, with the university chop and a signature on the cover to your appointed agency (WES, ICES etc.) through courier.
The envelope should remain sealed until the officers from your agency open it. The courier cost will be borne by the applicant.
Method 2:
As an alternative to method 1, you can request our officers at the University of Sunderland in Hong Kong to send you the sealed, chopped and signed envelope with your credential documents inside, and deliver the sealed envelope to the agency via courier yourself. The envelope should remain sealed until the officers from your agency open it.
Which are the designated organisations (DLI) for processing educational credential assessment (ECA)?
You should note that the educational credential assessment (ECA) offered by the designated learning institutions (DLI) is valid for five years from the date of issue if it’s for Canadian immigration purpose, but is valid indefinitely if used for general purpose.

The University of Toronto School of Continuing Studies has been designated on 17 April 2013 to offer the Comparative Education Service (CES) to provide the educational credential assessment (ECA) that indicates the equivalency of your international educational credentials to those offered in Canada.
Designated on 17 April 2013, the International Credential Assessment Service of Canada (ICAS) is a well-known authorised agency to provide the educational credential assessment (ECA) to those who wish to acquire a working visa and immigrate to Canada.
- World Education Services (WES)
World Education Services (WES) is one of the most popular designated agencies since 17 April 2013 to offer educational credential assessment (ECA) for Hong Kong students who wish to migrate to Canada.
International Qualifications Assessment Service (IQAS) has been designed on 6 August 2015 by the IRCC to offer the educational credential assessment (ECA). Its website provides clear instructions and guidelines to those who wish to migrate to Canada with an equivalent overseas academic credential.
The International Credential Evaluation Service is offered by the British Columbia Institute of Technology (BCIT), designed on 6 August 2015 by IRCC to assess the compatibility of an international certificate, diploma, or degree to its equivalent Canadian educational credential.
